  • Selection of Library Media Materials and Resources
    The content of school-based Library Media collections is ultimately the responsibility of the school's principal. The selection of school-based Library Media and resources rests with the school's certified media specialist. Training will be conducted annually by the Supervisor of Instructional Technology & Media Services and/or FLDOE regarding prohibition of harmful materials and best practices in the selection of LIbrary Media materials and resources per Florida Statute 1006.28. BDS Policy 8.506 outlines the criteria for the selection of Library Media Materials and Resources. Library Media Materials and Resources are selected based on the criteria outlined in Florida Statute 1006.34, including, but not limited to: The age of the students that are expected to have access to the material or resource; The educational purpose to be served by the material; Consideration of the diversity of students
  • Media Center Usage (House Bill 1069)
    The bill enhances the process for transparency and review of library and classroom materials available to students in public schools and the process for parents to limit student access to materials and make objections to materials.   • 🆕 Process for Challenging Library Media/Instructional Materials
    Parents or residents of the county may object to the use of a specific instructional material in the classroom, made available in a school or classroom library, or included on a reading list, based on the criteria set forth in Sections 1006.28(2)(a)2. or 1014.05(1)(c), Florida Statutes. All challenges under this policy shall be addressed as follows: A. School Level—Informal Complaint Parents or residents of the county should make any such objection in writing to the principal, identifying the specific instructional material and stating the basis for the objection. The principal will review the objection and may meet with the teacher or complainant, or both, in an attempt to resolve the objection, using an alternative instructional material. The principal’s resolution may be challenged by the complainant or a teacher using the instructional material. To initiate a formal challenge, a Specific Materials Objection form shall be filed with the Supervisor of Instructional Technology and Media Services. The complainant shall be given a copy of the procedures for filing an appeal. B. District Level—Formal Complaint. 1. A parent or resident shall fully complete the District’s objection form, titled a “Specific Materials Objection Form”, and shall identify the author, title and publisher of the material being objected to; the complainant’s familiarity with the material challenged; the sections challenged, by page and item; and whether the challenged material contains content that: a) is pornographic or prohibited under s. 847.012, FS; b) depicts or describes sexual conduct as defined in s. 847.001(19)(unless such material is for a course required by ss. 1003.46, 1003.42(2)(n)1.g, 1003.42(n)3, Florida Statutes, or identified by State Board of Education rule); c) is not suited to student needs and their ability to comprehend the material presented; or, d) is inappropriate for the grade level and age group for which the material is used. 🆕Form must be submitted in-person to the Supervisor of Instructional Technology and Media Services located at 1110 W. 17th Street Panama City, FL 32405

  • Maintaining/Updating Media Center Collections
    The certified school media specialist is responsible for periodic removal or weeding of library media materials. This weeding process is determined by a continuous review of the existing collection, both print and digital. In the weeding process, many factors are taken into consideration including, but not limited to, space constraints, relevance of material, physical condition of material, alignment to state standards, and circulation data.

Parents and guardians can opt-out of student access to Library Media materials at any time by contacting their school media specialist.
  • Reproductive Health and Disease Education Parent Information
    UPDATE: FLDOE will be providing resources for instruction on reproductive health with the passing of House Bill 1069 The Instructional Materials for Reproductive Health and Disease Education are now required to be available for public review and approved by the board annually. Bay District School courses that use adopted instructional material related to Reproductive Health and Disease Education are listed below. These materials were adopted in 2018 and were posted online July 1- Aug 1, 2022.
  • Currently Adopted Instructional Materials
    Currently Adopted Instructional Materials In addition to adhering to FL Statute 1006, Bay District Schools adheres to School Board Policy 8.502 which details policies and procedures for adoption of instructional materials. A list of currently adopted instructional materials is available below. Bay District Schools adopted instructional materials Review Instructional Materials F.S. 1006.28 (2)(a)(2)(a,b) Each district school board must adopt a policy regarding an objection by a parent or a resident of the county to the use of a specific instructional material, which clearly describes a process to handle all objections and provides for resolution. The process must provide the parent or resident the opportunity to proffer evidence to the district school board that: a. An instructional material does not meet the criteria of s. 1006.31(2) or s. 1006.40(3)(d) if it was selected for use in a course or otherwise made available to students in the school district but was not subject to the public notice, review, comment, and hearing procedures under s. 1006.283(2)(b)8., 9., and 11. b. Any material used in a classroom, made available in a school library, or included on a reading list contains content that is pornographic or prohibited under s. 847.012, is not suited to student needs and their ability to comprehend the material presented, or is inappropriate for the grade level and age group for which the material is used. In accordance with FL Statute 1006.28, the public is able to request to review any of the district's currently adopted materials. For questions or concerns, please contact the District Media Center at 850-767-4653. Any parent, guardian, or citizen of Bay County may request the district reconsider currently adopted instructional materials. Any parent, guardian, or citizen of Bay County who has fully read, seen, or heard the instructional material in question my contact the school to discuss concerns or questions with the school principal. Request for Reconsideration In the event of an instructional material concern, parents or guardians may request the instructional material be reconsidered following the process outlined in board policy 5.03 and below: Parent or guardian completes the Request for Reconsideration of Instructional Material Form. Upon completion of the form, parent or guardian will submit the form to the school principal. School principal convenes a school-level committee who can evaluate the educational value of the instructional material in question and make a decision. School principal will relay decision about the instructional material to parent or guardian and provide possible options if necessary. Should parent or guardian disagree with decision or options provided, the school principal will escalate the concern to the district level.

    Bay District Schools follows the textbook adoption process from the Florida Department of Education per Florida Statute 1006.34. Florida Department of Education Instructional Materials Bay District Schools is adopting instructional materials for K-12 Science and Personal Finance and Money Management, aligned with Florida Standards, for the 2024-2025 school year. These materials will be implemented in the 2025-2026 school year. The adoption process adheres to Florida Statutes for Instructional Materials, HB 1467, and Sunshine Laws, ensuring transparency and compliance throughout.     In accordance with FL Statute 1006.40 (2), Bay District Schools is committed to providing each teacher and student in kindergarten through grade 12 with a major tool of instruction in core courses of the subject areas. The cycle for the adoption of instructional materials by content is published by the FLDOE and is governed by state statute. Bay District Schools is a closed district for instructional materials adoption and follows the FLDOE instructional materials adoption timeline. Bay District Schools Board Policy 8.501- 8.504 outlines the procedure of the adoption, management, and objections of instructional materials.

    Bay District Schools GoConnect! 1:1 Chromebook Initiative started with providing all middle school students access to a Chromebook. Even though our plan started with 1:1 devices at the middle school, Hurricane Michael and the Pandemic, has prompted us to expand this initiative to include Chromebooks in all our core classrooms. We continue to support teachers, students, and parents with digital citizenship and the 4Cs: collaboration, creativity, communication, and critical thinking. Before Chromebooks are checked out to students to take home, parents can read the GoConnect! FAQs and must sign the Chromebook contract. The Chromebook contract can be found under the FOCUS parent portal. We are excited that we can continue with the GoConnect! 1:1 Initiative and appreciate the support of our Superintendent and our community.
